I can not use them due to I do not have the parts installed and do not know how to get them.

Okay, so what happens when you attempt to do so with any other PNG? ._. Nothing happens on drag & drop, If I place it in the folder, it does not show up, If I save as & place it in the folder, it does not show up, The only way I can get one to show is if I make it. Then I can drag it in or ...

The only png I can drag into Creature Creator, is that of of Creature I have made.
Searched and found all kinds of suggestions, but no luck...

SPView doesn't work with folders; actually, you'll only be able to pack something with SpView if you unpacked it with SpView too. Your missing the big picture.
I am completely revamping the graphics package.
The file I need repackaged, are All the file. Not just a few modded files...

Fyi, the error points to the visual studio runtime lib..

It's .package - precisely what it says it is on the tin. Not really sure what the actual question here is, care to explain? ._. how the files are compiled into a single .package What method is used? I can select a bunch of files and add to rar arcive, but how is it done "the EA way"?
