Creating a new editor would require editing the Spore executable files. Doing so is illegal. That's why it's called "hacking". You're better off making your request to Maxis, since they are the only one's legally allowed to make changes to the programming in Spore. But I wouldn't hold you...

And, I went onto user made mods but nothing there but other peoples mods.

I have noticed that C&C parts arent actually that creepy or cute. Can someone make a mod where the parts have new voices that are actually Creepy and Cute. And if whoever makes the mod can add new parts.

Hmm... In my Flimmil Battleground adventure you have to go inside a hut so if you can make the huts big enough so you can go inside underneath the curtains then you have made a mod that you can go in!
