.xml is only used in SporeModder and I think SporeMaster.
Both of those tools are outdated, you should migrate to SporeModder FX.

I don't remember what DavosLiquidCell does, but Davo's Flora Editor is very outdated.
In fact, both of those mods are for an outdated version of Spore.
I recommend deleting them and installing Project Bacteroid (3d cell editor with creature parts) and Branching Evolution (flora editor).

It does work on Steam, it's just that Steam might be one of the things causing it.

I know this because I'm using Steam and excluding the occasional C++ runtime error, DI works flawlessly.
